Based on Meta's official documentation (October 2026). WhatsApp pricing and policies change; check Meta's current documentation before you plan a budget.
1. What does "WhatsApp ads" mean?
Exporters use the term for three different things. This guide focuses on the first, because it is the one that brings inquiries most directly:
- Click-to-WhatsApp ads (CTWA). Ads run on Facebook and Instagram; a click opens a WhatsApp chat with your business. This is the main acquisition format.
- Status ads and Promoted Channels. Ads in WhatsApp's Updates tab. Personal chats and groups stay ad-free. WhatsApp has announced a wider rollout of both formats, but availability differs by market, with some EU markets later2. They are not available in every country or to every account; check the placements offered in your Ads Manager.
- WhatsApp Business API template messages. Approved template messages sent to customers who have opted in. Not an ad placement, but per-message sending, often used for follow-up and remarketing.
2. How Click-to-WhatsApp ads work
- Account. A WhatsApp Business account linked to your Facebook Page. The WhatsApp Business App can receive conversations from ads and suits a small team starting out. The WhatsApp Business Platform (API) adds multi-agent inboxes, automation, CRM integration and ad attribution; use it, directly or through a provider (BSP), once several people handle inquiries.
- Ad setup. In Meta Ads Manager, create an ad with a messaging objective and set WhatsApp as the message destination3.
- Buyer experience. The buyer clicks, WhatsApp opens with your pre-filled greeting, the buyer sends the first message and the conversation starts.
3. The free entry point window: what CTWA conversations cost
According to Meta's pricing documentation1:
- When a buyer messages you through a Click-to-WhatsApp ad on the Android or iOS app, a 24-hour customer service window opens. Desktop and web apps are not supported.
- If you reply within that window, the reply is not charged and opens a Free Entry Point window, starting from your reply, which may remain open for up to 7 days.
- While it is open, Meta does not charge for marketing, utility, authentication or service messages (Meta Business Agent messages are still charged).
In practice, the first days of follow-up on an ad-driven conversation carry almost no messaging cost. The real costs are the ad spend and your team's time.
4. How WhatsApp Business API pricing works
Key points from Meta's pricing documentation1:
- Per message. Since 1 July 2025, Meta charges per delivered message. Messages users send to you are not charged.
- Two kinds of message:
- Template messages (marketing, utility, authentication) can be sent at any time but must be approved first. The rate depends on the category and the recipient's country; marketing is the most expensive.
- Non-template (service) messages can only be used to reply to users inside the customer service window. Each new message from the user resets the 24-hour window.
- Service messages are charged again from 1 October 2026. Each business phone number gets 1,000 free delivered service messages a month; charging starts with the 1,001st, and unused messages do not roll over.
- Rates vary by country and change periodically. Use Meta's official rate card for budgets.
5. Six things exporters most often miss
- Ad accounts. Businesses in mainland China usually apply for Meta ad accounts through Meta-authorized agency partners; requirements follow Meta's and the agency's current policies.
- Response speed drives results. Aim to answer new inquiries within 5 minutes during working hours, and set an automatic reply for out-of-hours messages. Buyers often contact several suppliers at once.
- Team access. WhatsApp is not directly available in mainland China, so the team answering needs a stable, compliant way to use it.
- Opt-in first. Get clear consent before sending marketing templates. Many reports lower your number's quality rating and can limit sending.
- Measure inquiries, not conversations. Mark conversations as qualified inquiry, sample or order in your CRM and send those events back to Meta through the Conversions API. Otherwise the system learns to find people who like to chat, not buyers.
- B2B is not B2C. Consumer products suit short video and offers. Industrial products work better with a clear action, such as "get a quote", "request the datasheet" or "request a sample", backed by product pages and certifications.
6. Which markets and products suit WhatsApp ads?
WhatsApp is a common business channel in many countries across the Middle East, Latin America, Southeast Asia, Africa and southern Europe, but usage varies significantly by country, even within the same region. Check how buyers in each target country actually communicate before you spend.
It fits when buyers expect instant replies, order values justify personal follow-up, and your team can answer in the buyer's time zone.
If your buyers mostly purchase through email and RFQs, as many large industrial buyers in North America do, start with Google Search ads and your website, and use WhatsApp as a supporting channel.
7. Pre-launch checklist

- Greeting and quick replies for common questions ready
- 5-minute reply target in working hours; out-of-hours auto-reply set
- Inquiry stages logged in your CRM and sent back as conversions
- Marketing templates approved; customers have opted in
